FCC Reiterates Hands-Off Broadband Policy

Regulation or the threat of it would slow the deployment of high-speed Internet, the Federal Communications Commission said Wednesday. The report said cable-modem deployment has spurred development of DSL. And market forces will compel cable companies to open their networks to unaffiliated ISPs. But if cable becomes the dominant means of Internet access, the FCC said it may regulate to promote competition.
