OMB Names Timothy Young As No. 2 IT Exec

As the new associate administrator for E-government and IT, Timothy Young will become the No. 2 IT executive in the Office of Management and Budget. Young, whose appointment was announced by the White House on Tuesday, reports to E-administrator Karen Evans, the federal government's top IT executive.

Evans wants Young to identify and develop the government's E-government priorities and implement them. Young was OMB's portfolio manager for internal efficiency and effectiveness, assigned to rethink internal processes employing technology and to cut costs by adopting industry best practices in areas such as supply-chain, financial, and knowledge management.

Before joining OMB, Young was a senior consultant with BearingPoint Inc.'s federal services consulting practice. He holds an MBA with a concentration in global IT management from American University and a bachelor's degree in political science from Georgia Southern University.
