Northrop Grumman Information Technology on Tuesday won a contract valued at up to $175 million over the next three years to help the Department of Homeland Security develop and maintain a human-resources management system. The blanket purchase agreement, as the contract is known, includes an initial task order estimated at $2 million.
Janet Hale, Homeland Security's undersecretary for management, says the system is designed to build a high-performing workforce and improve recruitment and retention of top-quality people. The contract will provide the department with help developing pay and performance-management systems, as well as managerial training and development to deliver and maintain a successful 21st-century HR system, Hale says.
As the prime contractor, Northrop Grumman will support Homeland Security by furnishing overall program management and integration; providing in-depth functional expertise in the areas of pay, performance, classification, labor relations, adverse actions and appeals; and providing support in communications, training, and organizational change management. In addition, the integrator will assist the department in implementing enterprisewide IT in line with the government's E-government initiative.
Why Northrop Grumman? According to Homeland Security, the integrator's experience and past performance in implementing on a large scale new HR regulations and enterprise HR systems played a key role, as did it its technical approach, management and staffing plan, and price.
